  Most corrupt department I have come across, pulled over for going the speed limit. Accused of going under the speed limit which is legal. I set my cruse control to 65mph which is electronically governed. So lets see, you can get a ticket for going the speed limit, you can get a ticket for going over the speed limit and you can get a ticket for going under the speed limit. Sounds like the drivers are at the whim of the CHP officer discretion not the law.
